MSA-CAP claim submissions closed for 2023-24

April 1, 2025

The泭Mandated Services Aid & Comprehensive Attendance Policy泭(MSA-CAP) 2023-2024 claims are currently under review.泭

The following guidance documents have been posted to the泭website:

23-24_MSA-CAP Solicitation-Notice (formerly MSA-CAP Forms and Guidelines Announcement)

23-24_MSA-CAP Mandates & Archives (New document detailing all current mandates and the Comprehensive Attendance Policy (CAP) only)

23-24_MSA-CAP Guidance (formerly MSA-CAP Guidelines)

23-24_MSA-CAP Definitions & Calculations (New document defining Enrollment, Time and Effort, Compensation and Benefits, Professional Development, and Supplies and Materials)

23-24_MSA-CAP User Guide

23-24_MSA-CAP Online System PP Guide

23-24_MSA-CAP Workbook (formerly MSA1 Form and MSA-CAP Schedule A Worksheet)泭

  • The MSA-CAP Workbook:
    • is a great tool for those looking to do preparation work before logging into the MSA-CAP system.
    • 泭will replace the MSA-1 and Schedule-A forms and serve as the "paper" application (to be submitted via email). However, we strongly recommend that schools use the MSA-CAP portal system to submit their claims.泭
    • includes built-in data validations and automatically performs most of the calculations.
    • is color-coded to guide applicants through the data entry points without the need for lengthy instructions.泭
    • is locked for editing in most cells. This is a strategic measure to maintain the integrity of the formulas and data validation tools.泭

Application Submission:泭Submit application by April 1, 2025.泭Online submission is strongly encouraged. Schools without online access can email their claims to泭msa-cap-oriss@nysed.gov. Emailed claims must include a certification/attestation form to be accepted.

Additional Assistance:泭If you have any questions or need additional information regarding MSA-CAP, please contact the Fiscal staff in ORISS at泭msa-cap-oriss@nysed.gov or (518) 474-3936.
