Strategies for School Districts

Multi-Tiered System of Supports (MTSS)The泭做厙TV泭recognizes that absenteeism is often indicative of students泭having other泭unmet needs. The Department has泭asked for泭feedback from school districts and泭Board泭of Cooperative 做厙TVal Services (BOCES)泭statewide about strategies theyve used泭and how theyre measuring success.

A泭Multi-Tiered泭System of泭Supports (MTSS)泭is a泭model schools泭use to泭help students succeed. It consists of different levels泭of support泭depending on the need.泭MTSS responds to the泭academic, behavioral, social-emotional,泭physical,泭and mental health needs of students.泭

In New York, the State 做厙TV Department promotes an integrated MTSS泭(MTSS-I). That means泭equal access泭to a safe learning environment泭for泭all students regardless of age, race, gender泭identity, socio-economic status, ability, citizenship泭status, or zip code.

The NYSED Office of Special 做厙TV, in partnership with the University at Albany,泭operates泭the泭. The泭NYSED MTSS-I Centers泭mission is to improve outcomes for all students. The泭Center泭supports teachers and other professionals in learning how to effectively support students not just academically. We know that all elements泭 academic, social-emotional,泭and behavioral -泭are泭impacted泭by attendance.泭

Heres泭what MTSS-I looks like:泭泭

  • Foundational泭supports for all泭students and泭families泭
  • Tier one:泭Universal prevention泭for all students and families泭
  • Tier two:泭Extra help for some students (early泭intervention)泭
  • Tier three:泭Intensive泭help for select students (intensive intervention)

Foundational Supports泭

Foundational supports in schools are the conditions intentionally created to support the whole child and their泭family,泭so students are safe, healthy, connected, supported, and ready to learn. Schools can泭use泭the泭泭to promote positive school climates, strengthen family partnerships, support students physical and mental health, address basic needs, and foster a sense of belonging and engagement. All these factors encourage泭regular attendance.

Universal Prevention泭

Universal泭prevention is the term used to describe proactive, schoolwide strategies泭and support designed泭to promote regular attendance and prevent泭emerging absenteeism concerns.泭Universal prevention efforts泭focus on泭clear and consistent attendance expectations,泭creating泭welcoming and engaging school and classroom environments, building strong relationships with students and families,泭reinforcing the importance of daily attendance, and early data monitoring practice to泭identify泭and respond to emerging concerns as quickly as possible.泭

Early Intervention泭

Early intervention泭is targeted support泭and泭prompt泭responses for students泭beginning to show signs of attendance concerns.泭Early intervention泭efforts start by helping students and families in solving problems that prevent attendance. This泭includes identifying barriers early,泭developing a responsive plan, tracking attendance泭data, and providing泭individualized supports before absenteeism becomes chronic.泭

Intensive泭intervention泭looks like individualized, coordinated support for students泭who are imminently at-risk of or泭deemed泭to be chronically泭absent泭from school (missing 10% or more of school days).泭These are students泭who face泭significant challenges, preventing them from attending school regularly.泭Intensive intervention efforts focus on problem-solving that involves students, families, school staff, and community partners.

The layers of interventions could look different for each school district due to student needs. Some examples of what interventions look like can be found in the from Attendance Works.

Attendance policy and programming, coupled with school climate and increased academic performance, offers a unique opportunity to engage the entire school community parents, staff, students, and community members. School泭districts will differ in the incentives employed depending upon the philosophies and needs of family and community.泭

Districts can seek inspiration by reviewing a泭wide-ranging sample of泭incentives泭being offered in schools statewide.泭

Attendance Works is a non-profit initiative that brings together schools, districts, communities, and organizations across the country to identify how serious chronic absence is and what can be done to support students.

The泭Attendance Works泭泭offers strategies to address chronic absence, using three tiers of intervention.

Understanding the causes of absence and student motivation can shape a districts泭most effective泭approach to泭combat泭absenteeism. Attendance Works offers a泭泭滄棗娶域莽堯梗梗喧.泭

School Success Stories泭

Schools are encouraged to泭find泭strategies that are realistic and best meet the needs of their泭families. In a state as diverse as New York, this looks different for every school district. Below are some examples of what districts statewide are doing to combat attendance challenges.
