UPDATE 3/19/2026

To support applicants in determining eligibility, an initial Q&A document addressing questions specific to the eligibility requirements outlined in the RFP has been posted. A full Q&A document covering additional programmatic and application-related questions will be posted by March 27.

Please note that a revised RFP has also been posted to improve clarity and ensure access to current resources. Updates include:

Purpose

泭Pursuant to New York State 做厙TV Law泭:泭Omnibus school violence prevention grant program,泭the primary purpose of the Extended School Day/School Violence Prevention (ESD/SVP) Program is to award competitive grants to provide support to students through extended school day activities and/or school safety programs that promote violence prevention. Programs must demonstrate consistency with the school safety plans required by泭泭of New York State 做厙TV Law and should not displace existing school district after-school funding.泭

Under State 做厙TV Department bill S4598D, school-based and school-affiliated anti-gun and anti-violence programs are now eligible as school safety activities under this grant. Public school districts and not-for-profit organizations working in collaboration with a public school district(s) may submit an application to conduct either an ESD program or an SVP program.泭Applicants may apply for both programs; however, a separate application is required for each.

Project Period

July 1, 2026 - June 30, 2031

Eligible Applicants

Public school districts and not-for-profit organizations working in partnership with one or more public school districts are eligible to apply.

Amount of Funding

Approximately $24.3 million is expected to be available annually.泭Funding beyond Year One will be contingent upon the State Legislature appropriating funds.泭Each application may include a request for an annual grant award of a maximum of $450,000. The Extended School Day (ESD) and School Violence Prevention (SVP) applications are separate, but an eligible entity may apply for both. If the entity applies for both, the total funding applied for may not exceed $450,000.泭For instance, if an entity is applying for $250,000 with ESD, it can only apply for $200,000 with SVP, for a total of $450,000.泭Eligible school districts cannot apply as an individual district and also apply as part of a consortium.

The minimum annual award for an Extended School Day grant will be $125,000. However, there is no minimum award amount established for a School Violence Prevention grant.泭Funds will be allocated to each geographic area as follows: 40% to New York City; 10% to the big four cities of Buffalo, Rochester, Syracuse,泭and Yonkers; and 50% to the Rest of the State, including at least 15% guaranteed to High Needs Rural applicants. If not enough High Needs Rural applications meet the scoring threshold outlined in the RFP, the portion of the guaranteed 15 percent not used would revert to the overall Rest of the State.

Prequalification Requirement

Proposals received from nonprofit applicants that are not Prequalified in the Statewide Financial System (SFS) by 5:00 PM on the proposal due date泭April 17, 2026,泭cannot be evaluated. Such proposals will be disqualified from further consideration. Please see the Prequalification Requirement section of the RFP for additional information.

Non-mandatory Notice of Intent

The Notice of Intent (NOI) is not a requirement for submitting a complete application by the application date; however, NYSED strongly encourages all prospective applicants to submit an NOI to ensure a timely and thorough review and rating process. A non-profit applicants NOI will also help to facilitate timely review of their prequalification materials. The notice of intent is a simple notification stating your organizations (use the legal name) intent to submit an application for this grant. Please also include your organizations NYS Vendor ID. The due date is April 3, 2026. Please send the NOI by email泭to泭ESDSVPRFP@nysed.gov.

Application Due Date and Submission Instructions

Applicants泭are requested to submit their application through泭. The required documents, as listed in the Application Checklist section of this RFP, must be received no later than泭April 17, 2026.泭Applications are due by 5:00 PM Eastern Time.
